Billy C. Carter

Billy Carter joined REBOUND, Inc. in 2021 with over 20 years of Property Management and Leadership experience. He has worked with large national multifamily organizations and smaller organizations as well.  Billy's experiences in Affordable Housing Programs range from Section 8, Section 811, PRAC, HOME, and LIHTC. In addition to housing, Billy also has experience managing market-rate conventional properties.

He is a Sullivan University graduate, where he received an Associate Degree in Computer Science. During his career as Property Manager, he has achieved several industry certifications, including, the Certified Occupancy Specialist (COS), Site-Based Budgeting Specialist, Site Maintenance Specialist designation through the National Center for Housing Management, Spectrum Low Income Housing Tax Credit, C3P.
